SHALL THE CITY OF GLENWOOD SPRINGS TAXES BE INCREASED $4.5 MILLION ANNUALLY (WHICH AMOUNT REPRESENTS ESTIMATED REVENUES IN 2020, THE FIRST FULL FISCAL YEAR OF COLLECTION) AND BY WHATEVER AMOUNT IS GENERATED THEREAFTER THROUGH THE IMPOSITION FOR A LIMITED TWENTY-YEAR PERIOD OF A STREET MAINTENANCE AND RECONSTRUCTION SALES AND USE TAX IMPOSED AT THE RATE OF THREE-QUARTERS OF ONE PERCENT (0.75%), WHICH TAX SHALL COMMENCE JULY 1, 2019 AND SHALL EXPIRE AT MIDNIGHT ON JUNE 30, 2039; SHALL, WITHOUT FUTURE VOTER APPROVAL, SUCH TAX INCREASE BE USED ONLY FOR THE MAINTENANCE AND RECONSTRUCTION OF EXISTING STREETS AND ALLEYS, INCLUDING SIDEWALKS, DRAINAGE AND UTILITIES, AND DEBT ISSUED FOR SUCH PURPOSES; AND SHALL APPLICABLE PROVISIONS OF TITLE 040 OF THE CITY CODE BE AMENDED BY THE CITY COUNCIL CONSISTENT WITH THIS BALLOT ISSUE?

SHALL THE CITY OF GLENWOOD SPRINGS DEBT BE INCREASED UP TO $16 MILLION, WITH A MAXIMUM REPAYMENT COST OF UP TO $21 MILLION, FOR THE PURPOSE OF FINANCING CAPITAL COSTS RELATING TO THE MAINTENANCE AND RECONSTRUCTION OF EXISTING STREETS AND ALLEYS INCLUDING SIDEWALKS, DRAINAGE AND UTILITIES, SUCH DEBT TO CONSIST OF SALES AND USE TAX REVENUE BONDS WHICH ARE PAYABLE FROM THE CITY'S STREET MAINTENANCE AND RECONSTRUCTION SALES AND USE TAX IF THE SEPARATE BALLOT ISSUE RELATING TO SAID TAX IS APPROVED BY VOTERS AT THIS ELECTION, WITH SUCH DEBT TO BE ISSUED, DATED AND SOLD AT SUCH TIME, AND AT SUCH PRICES (AT, ABOVE OR BELOW PAR) AND TO CONTAIN SUCH TERMS, NOT INCONSISTENT HEREWITH, AS THE CITY COUNCIL MAY DETERMINE?
